With IDA 9.4 where can I find documentation on how to use it with Hexagon, especially what are the values for fields in the insn_t (itype etc…)

Thanks for bringing this to our attention. It turns out the Hexagon’s instruction definitions aren’t currently included in the SDK. We are planning to add them, but they will be shipped with the next release (9.5).
